The position is responsible for overseeing the delivery of multiple IT projects associated with Capital and Operational Build and Renovation within the organization. The Project Portfolio Manager will lead
a team of Project Managers (PMs) to ensure successful delivery, alignment with strategies, consistent application of project management standards, coordination of information and risk mitigation efforts,
resource management, and cross-project integration/dependencies. This position will supervise Project Managers and reports to the EPMO Director.

Duties will include but are not limited to: 

  • Work with EPMO Director to develop a strategic direction and plan to help support Core Government and Education achieve their strategic goals in alignment with IMIT strategies;
  • Work with Business leaders (Executive Leadership Teams), Business System Services Directors and ITCs and ITSS leadership providing program and portfolio scoping and management;
  • Analyzing strategic documents from various businesses with the purposes of priority setting and portfolio management;
  • Monitoring and control of the portfolio budgets coming from capital and operational budgets and funding agreements to maximize financial, business and operational benefits;
  • Collaborate with other Project Portfolio Manager on portfolio management of projects to ensure enterprise alignment.
  • Work with the EPMO Director and other Project Portfolio Manager for the development of a project management framework that includes, processes, procedures, documents and tools to ensure successful project delivery.
  • Oversee and ensure the successful delivery and management of single or multiple projects within scope, to a certain quality, and within time and cost constraints;
  • Communicates vision and values of the organization, emphasizing excellence at all levels engaging all staff in the division;
  • Sets and communicates roles and expectations of team members to meet the goals of ITSS and Government;
  • Sets direction and motivates through collaborative development and implementation of short- and long-term tactical plans to ensure capacity meets existing and future requirements;
  • Prepares capital budget submissions for projects which support the strategic plans;
  • Provides guidance and advice in the development of ITSS’s Strategic Plan;
  • Other related duties.

Minimum Qualifications:

  • Bachelor’s Degree in Business Information Systems (BIS), Computer Science, or Degree in Business or related field with relevant IT experience. MBA or other Master’s Degree preferred;
  • Project Management Certification is required. Program Manager training and certification is an asset;
  • Demonstrated equivalencies will be considered;
  • Some experience in Supervision or Leadership;
  • Extensive experience in Project Management with sensitivity and commitment to business problem solving;
  • Some experience in Portfolio or Program Management;
  • Extensive experience in the IT industry preferably in information technology projects, project and contract management, technology procurement, implementation, and support;
  • Extensive of successfully managing complex and multi-disciplinary projects;
  • Distinctive blend of business, IT, financial and communication skills. This blend is vital because this is a highly visible position with substantial impact;
  • Good understanding of current and emerging technologies, and of how other enterprises are using them to drive digital business;
  • Knowledge of project management methodology and experience or familiarity with major, defined program management approaches (for example, that of the Project Management Institute or PRINCE2 and Agile approaches);
  • Significant knowledge of project planning/scheduling tools (for example, Microsoft Project Online and others), with a solid track record of practical application;
